Neiva is a character from Mega Man Neo (metalsonic30.deviantart.com/ga…).
She is the female of the Celestial Masters, a group of rivals/"antagonists" who's goal is to challenge the heroic Mega Man Neo and eventually capture him for unknown means. She is a ice-elemental and likes to dance. However, she secretly harbors a few skills as a kunoichi. She has a high tendency to tease and rarely gets angry. Her rather innocent appearance deceives others, especially the main hero. She looks like a 13 year old girl and her battle with Mega Man Neo causes her to develop a crush on him (though it is unknown if her crush is on Rokku or Mega Man...Or both!).
